The second officer walked over to the open storage closet and inspected the cold interior with a flashlight.
He pointed his light at the small toys scattered on the hard floor inside the windowless room.
Officer Martinez: There is a child's shoe inside this small closet, officer. The door locks securely from outside.
Arthur: I have complete camera footage of the entire hallway saved on my phone app right now, officer.
Arthur pulled out his mobile device and showed the crisp security video directly to Officer Davis immediately.
The footage clearly showed Evelyn dragging the crying child by the hand and locking her inside forcefully.
It showed Evelyn ignoring Clara's desperate banging on the lower panel of the door for over twenty minutes.
Officer Davis's face turned hard as he watched the clear proof of child neglect on the phone screen.
